elpa-rust-mode software package provides Major Emacs mode for editing Rust source code, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-rust-mode
elpa-rust-mode is installed in your system.
Make ensure the elpa-rust-mode package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-rust-mode *
You will get with elpa-rust-mode package name, version, architecture and description in a table
